Is it legal for kids to drive golf carts?

I know the legal age is 16, but what about the neighborhood sidewalk? My 13 year old is really responsible. We’re going to get him a golf cart and hopefully find a place to legally drive it. Any suggestions?

   My neighborhood drive golfcarts and nobody has gotten in my neighborhood drive golfcarts and nobody has gotten in trouble so far.
   For about years dont think anyone would mind as long as long as he stays on the sidewalk lol.

   Golf course grass or sidewalk.
