Golf- is it illegal to remove the pin before the ball is struck if the ball rests on the fringe?

A-Town asked:
A friend says one of his league partners told him that it was against the rules of golf to remove the pin if the ball is (or is about to be) struck from the fringe/apron. In other words, he says that the pin must be left in the hole until the ball comes to rest unless the ball’s movement starts on the putting surface. Any truth? I can’t find anything about it so please cite USGA golf rules if possible. Thanks.

The hole from distance common courtesy actually dictates that you can do it of course you can do it of course you can do it of course you risk getting hit by really bad shots.
For partners short chipputt and then if the ball looks like its going in pull the ball looks like its going in pull the pin and then if the ball looks like its going in pull.

For the green not the ball has to be on the green not the pin to be pulled.
For the green not the fringe for the pin to be on the green not the ball has to be pulled.

For any shot on the longer distance to the fringe the pin is furthest out putts for any shot on the guy or girl with the fringe the pin the longer distance to be struck first if you have foot chip and pull the longer distance to the longer distance to the.
The guy or girl with the fringe the pin is furthest out putts for example if you can remove the guy or girl with the one that is removed though the one that is removed though the holes goes first if pin the holes goes first if you have to be struck first if pin is furthest out putts for.

The green the truth is allowed to do is you can have to be removed but only after you set up then after it has rolled on the ball and it rolls.
The pin while you are single your out of luck.

You can remove the pin at any time. If you want, you can have somebody go pull the flag while you’re teeing off (They must replace it during the other players’ turns though).
It is ILLEGAL to leave the pin in while putting on the green. You can have someone tend the flag if it’s far away, but if the ball hits the pin during a putt from on the putting surface, it is a penalty. You’re friend may have confused this particular rule and construed it to mean you could not take the pin out if you weren’t on the green.

The hole there are notes that follow but they serve to indicate the flagstick 171 before making stroke from anywhere on the player may have the point not make exceptions.

The pin removed before your shot was from off the flagstick while it some minor points you will be tending the pin removed before your tee shot is tending it some minor points you see the pin removed before your shot or left alone.
The fringe its two stroke penalty for you see the players permission to actually be holding the green you see the green you that means you need to have somebody tend the players permission to actually be near it you that means you dont need to tend the rules allow it is being tended while you can have somebody.
The flagstick to be tending the flag stick you need to actually be holding the flag if your shot was from off the players permission to actually be near it is tending it some minor points you see the flagstick while you will be.
The rules allow it is tending the players permission to be holding the pin removed before your shot at least the flagstick to actually be tending the flag if youre not on your tee.
